Municipal Port (Nabilid Port)
The existing municipal port at Barangay Nabilid The municipal
wharf located in Barangay Nabilid was devolved to the LGU from the PPA.
The management of Nabilid Port was formally turn-over from the Philippine
Ports Authority (PPA) to the municipality of Pres.M.A. Roxas last April
25, 2002. A Memorandum of Agreement (MOA) was executed and signed on
January 8, 2002 between of two parties, the PPA General Manager Alfonso G.
Cusi and Mayor Carlito A. Feras. At present, the Nabilid port is on
operation to where cargo vessels are docking which contributed additional
income to the LGU. The LGU is now on process of seeking assistance for
further development of the port to be fully operational.
Heavy Equipment
The
municipality of Pres. M.A. Roxas had procured numerous heavy equipment.
These are being used for the various infrastructure projects of the town,
public utility services and the like. But aside from its usual task, the
same have had generated income to the town. A scheme called Equipment
Rental Request Order has generated income and had helped this LGU.
AGRICULTURAL EQUIPMENT/POST HARVEST FACILITIES
Although the funds
appropriated were not huge, but still numerous agricultural equipments
were procured by the Department of Agriculture. These were distributed to
different Barangays.
COFFEE
PLANTATION / NURSERY
The municipality has just proposed to undertake a coffee
plantation. Henceforth, there were numerous recently concluded seminars
conducted for the said purpose. Moreover, a 200-hectare proposed lot has
already been prepared and the Municipal Agriculturist office has
established the seed-bed for the coffee plantation in the nursery.
Experimental coffee plantation is on-going at Sitio Tapisa, Barangay
Panampalay reserved forest area.
Among others,
various kinds of fruit seedlings have grown in the nursery, with which
some of these were being sold to prospective buyers, a way that the same
could also generate income and at the same time could help sustain for its
maintenance.
MARKET AND
SLAUGHTERHOUSE
In the midst of the Municipality’s desire to establish a new
market, it cannot be denied that in some ways, the old edifice has
contributed revenues to the town. Hence, just last year, an amount of Php
200,467.44 was the reported income taken from its business tax. A minimal
estimated monthly rental of not less than Php 1,600.00, amounting to not
less than Php 19,200.00 a year can be added. Moreover, the slaughterhouse
has only contributed last year an amount of Php 3,397.00 taken also from
its business tax.
TERMINAL (JEEPNEYS-MOTOR
CABS) Every Local Government Unit (LGU) has been endowed with such power to exercise police power so long that the same is not repugnant to the Constitution. The creation therefore of an ordinance and a resolution to validly effect such traffic scheme, even to the extent of creating a re routing scheme, the aim is to provide safety to the public, has been held in the affirmative by our courts. Needless to say, such has been one of the good example of public economic enterprise, that is directed to both revenues and services. Services, because the Municipality has accorded much attention to the public by providing them the comfort and safety of their daily transportation activity. This is pursuant to Resolution No. 277, dated and approved on October 9, 2000 which states x x x Resolution requesting the PNP Traffic Management Officer to see to it that any driver who will leave first from among the drivers of motorcabs and other vehicles for hire should park from the right side of the public market to the left side of Lintag residence. Revenues, because pursuant to Ordinance No. 08, dated and approved on March 2, 1998, imposing parking fee to all passenger vehicles in front the public market of the Municipality.
Section
2, of Ordinance No. 08, provides that all passenger vehicles parking in
front of the public market must pay parking fee of P 5.00
GYMNASIUM
The Municipality’s Gymnasium has been one of the landmark from
which the previous administration has leave as a legacy. Despite hurling
opinions, both of legal and a mere public concern as to its creation, the
latter has been erected albeit the needed requirements that was no longer
of much importance under such scheme.
Hence,
Resolution No. 163 dated and approved on June 7, 2000 has been the legal
basis for its construction. Further, Ordinance No. 01 dated and approved
on February 5, 2003, provides for the so-called The Mini-Gymnasium Rental
Law¸ which fixes the rental of the same. Section 3, 2003 of the said ordinance, the rental of mini-gymnasium as classified according to the nature of the activities to be conducted by any sponsoring agency, such as : Sports, Social, Educational, Religious, Political and Cultural activities.
