Dipolog Vice-Mayors Commemorated,
Portraits Drawn |

|
A very noble project will signify
a different meaning in the celebration of the Araw ng Dipolog on July 1,
2003 where the halls surrounding the Session Hall of the Sangguniang
Panlungsod of Dipolog will be filled with Oil Paintings of all the past
Vice-Mayors of the city.
As
disclosed by Vice-Mayor Edelburgo “Bebs” Cheng who believes that by
displaying the portraits of previous Vice-Mayors will convey a clear
expression of appreciation and gratitude for their whole-hearted service
towards the people as well as for their ingenuous effort in handling the
City Council, which very much affected the progress and development of the
city from their time up to now.
Furthermore, the portraits shall give the public a great opportunity,
especially the learning students to be knowledgeable about the previous
council leaders whom are popularly recognized as the chief architects in
their filed where they build, formulate and design the laws and
regulations necessary for the good of general public.
It has
been known by the New Nandau that the City of Dipolog has a total of 19
Vice-Mayors of which 18 have already been painted to their respective
canvasses except for Vice-Mayor; Bise Presidente is how they call
them in the year 1946, Aguedo Realiza where his image is still yet to be
found.
The
Office of the Vice-Mayor is already on a search for all possible relatives
of Realiza here in Dipolog that might posses an image suitable to be
painted but sad to say that until now, no one has stepped forward and
brought a photo image of the late Bise Presidente Realiza.
In
connection with the search, Vice-Mayor Cheng is inviting all people,
relative or not to the late Aguedo Realiza who posses a photographic
image, this may be a solo shot photo or a grouped picture to contact his
office as soon as possible so that they may complete the whole 19
Vice-Mayors in oil painted portraits.

Barangay
Sta. Isabel of the City of Dipolog wins it big during the Bottled Sardines
and Mango Festival as part of the weeklong celebration of the 51st
Founding Anniversary of the Province of Zamboanga del Norte. Following the
charade made by the Sta. Isabel is the contingent from the Municipality of
Manukan, the Don Jose Aguirre contingent representing Urquiaga Sardines
who won second place and taking the third place slot is Barangay Lugdungan,
winning the fourth place spot is another contingent from the City of
Dipolog, which is Barangay Estaka.
Only
four contingents vied for the street-dancing contest while the other
contingents were composed mainly of sardine manufacturers and mango
growers who just joined in the street dancing parade around the main city
streets of Dipolog.

The
Sardines and Mango Festival was formally launched this year after the
Sangguniang Panlalawigan approved the declaration of the Province of
Zamboanga del Norte as the Bottled Sardines Capital of the Philippines. It
can be fairly observed that the festivities were thoroughly supported by
bottled sardines manufacturers like Etch Kiu Sardines, Montaño Sardines,
Zaragoza Sardines, De Mari, Bueno, Urquiaga, Tito Mikes and other sardines
manufacturers and members of the Inglass Sardines of Dipolog Association.
The
board of judges for the street dancing competition was composed of Dapitan
City Councilor Patri Jing Chan, Dr. Jose Mante, Jr. and Jojo Leyson.
Corresponding activities in line with the 51st Founding
Anniversary are the Agri-Industrial Fair and the 2003 Garden Show, which
is located at the both sides of the Zamboanga del Norte Cultural and
Sports Center where you can view an array of export quality sardines and
mangoes or buy them just to cure what you so dearly crave and for the
wannabe botanist or perhaps just the regular plant lover, there is also an
assortment of plants and flowers that you might find interesting.

Once
again, the City Tourism Office, headed by Engr. Nicasio Silvan Hamoy is
now announcing the plans for the most awaited annual festivity of the
Shrine City of Dapitan – the Kinabayo Festival 2003. The exuberant
celebration of shall be highlighted by the Kinabayo Festival Street
dancing as well as the Mardi Gras Competition, which is organized by the
local government of Dapitan.
The
Kinabayo Street Dancing Contest is open to all interested contingents
within the boundaries of the city of Dapitan; they can be any local group
or institution as well as to the neighboring municipalities of the
province of Zamboanga del Norte who are eager to join either the
Professional Category or the Amateur/Barangay Category of the competition.
Engr.
Hamoy clarified that the rewards at stake for the winning contingents is
as follows: in the Category A challenge, P50,000.00 plus trophy for the
grand prize winner, P40,000.00 including trophy for second place,
P30,000.00 plus an added trophy for the third prize winner and P10,000.00
will go as consolation prize. On the other hand, in the Category B
contest, P35,000.00 along with a trophy will be given as first prize,
P25,000.00 with an additional trophy for the second prize, P15,000.00 and
a trophy as third prize as well as the P10,000.00 as consolation prize.
Aside from the major prizes to be won, there will also be minor rewards
for the Best in Street dancing category, Best in Costume and finally, Best
in Choreography, which will receive a cash prize of P10,000.00 to each
winning contingent.
The
deadline for the submission of entries is set on July 6, 2003. For further
inquiries, interested parties may call or visit the City Tourism Office or
the City Information Division of Dapitan.
The
continued exposé of the Kinabayo Festival Streetdancing Competition is
just one of the premier highlights in accordance to the Fiesta Celebration
of Dapitan City this coming July 25, 2003.

Saldon Grateful to Mayor Uy’s Barangay

Barangay Captain Nelson S. Saldon
is very much grateful towards Mayor Roberto Y. Uy for a number of
worthwhile government projects received by his locality, the Barangay Sta.
Filomena. As Mayor Uy tries to spearhead further developments for Sta.
Filomena in coordination with Barangay Captain Saldon along with his
Barangay Council and Local Officials, local residents has high hopes for
their long-awaited barangay projects to be accomplished this time.
With
almost a year of public service rendered by the new set of Barangay
Officials, under the leadership of Saldon, the Barangay Health Center was
built as well as road concreting and road widening projects. In a few
months time, the construction of the Multi-Purpose Center (progressive
type) in Purok Bougainvillea shall commence just beside the Day Care
Center and Health Center. Other concreting projects are currently underway
in Kapitan Pablo Canturias road and Carpitanos Brothers road all the way
to the boundary of Barangay Galas as well as the walk path at Purok
Evergreen and road opening of the land area donated by the Ramos Family of
Purok Malinawon.
According to Saldon that the new road being opened, which has a length of
682 meters at Purok Green Leaves was made possible through the relentless
support of Mayor Uy and the City Engineering Office with its Chief, Engr.
Nedelia Magdayao. Saldon also praised Mayor Uy’s Administration because he
believes that the rate of development and progress are very high.
At the
area of the newly opened road at Purok Green Leaves, the Bastasa Family
and the Cuenca Family also donated the land. Mayor Uy has also announced
the schedule for the immediate applications of grovel so that the entire
local inhabitants of Barangay Sta. Filomena may utilize it as soon as
possible. Likewise, Barangay Captain Saldon announced that he has another
Sta. Filomena family who is planning to donate their land to give way for
another public utility road. Saldon also pronounced that the Ramos Family
of Purok Malinawon has donated a total of 1,017 square meters of land to
be utilized as barangay road.

Pagsalabuk Contingents Scrutinize Over
Rewards Pagsalabuk Chairman Ratificar, Sheds Light
on Issue

In just
a few moments of praise and joie de vivre after a very successful
week-long celebration of the Pagsalabuk Festival of Dipolog City, there
were still a number of unhappy parents who were not dissatisfied with how
the festivity took place but with the troubling issue regarding the prizes
that their children were supposed to receive for the Pagsalabuk Street
Dancing Competition.
The
subject slowly grew after being heard and discussed over a number of local
radio stations of the city. With regards to the complaints raised by the
vigilant parents, they felt that the effort exerted by their sons and
daughters, practicing day and until midnight, always hungry and fatigued
needs to be replenished somehow. Furthermore, more of their complaints
indicated that even long before the Pagsalabuk activities started, the
local government made a statement to the participating contingents that
they already have P10,000.00 as consolation and would also mean as a
tribute to their prompt involvement but it seems, until now, there is
still no sign of the consolation prize.
As the
complaints reached the office of City Councilor Alton Ratificar, Founder
and Over-all Organizer of the recently concluded Pagsalabuk Festival 2003,
he saw it fit to shed light upon the issue by calling in a meeting with
all the Barangay Chairpersons. Ratificar candidly admitted during the
meeting that the local government did made an official statement that even
if they do not win, they will still receive the consolation reward.
Therefore, the cash prize of P10,000.00 is already assured to any
contingent even for just joining the Pagsalabuk Street Dancing
Competition.

For the
very reason that the other participating Barangay Contingents were so low
on funding, they approached the Pagsalabuk Organizer, no other than Hon.
Ratificar, and asked him if it would be possible that they could acquire
in advance the P10,000.00 so that they could use it to fund their
contingent. According to the majority of the Barangay Captains who
attended the meeting that was assembled by Councilor Ratificar, ever since
their respective dancers started practicing for the contest, they already
started spending on snacks and most of all with the costumes and that made
them decide to request for the advance acquisition of the consolation
prize.
Councilor Ratificar disclosed to The New Nandau his concern over this
seemingly customary problem whenever there is money involved that is why
if anybody still has any reservations, they are advised to approach their
respective Barangay Chairpersons.
“Kining
atong kalihukan sa Pagsalabuk, dili ni negosyo nga dunay mo-ginansiya.
Kalihukan kini sa kultura ug tradisyon dala sa mga kalingawan sa pangilin
sa atong dakbayan sa Dipolog.” Translated into the English lingo, “The
foundation of truth of our Pagsalabuk Festival was not built over a
business standpoint where we might think we could gain something from it
but rather it was carefully designed to create a pillar of culture and
tradition to support the Fiesta Celebration of our beloved City of
Dipolog.”
In
conclusion, Ratificar humbly announced his appreciation to all those who
themselves became the very pillars who supported the Pagsalabuk Festival
2003 that was successfully accomplished from May 18 to May 24. Ratificar,
likewise, ended up the meeting by mentioning the augmentation force of the
Dipolog PNP, the 101st Brigade, the Philippine Army and other
Non-Governmental Organizations who maintained the peace and order
condition in all the activities as well as the safety of the donors and
sponsors of the Pagsalabuk Games.

DUAL
CITIZENSHIP BILL APPROVED! |

After a
nine-hour session that ended past midnight Thursday, the House of
Representatives, voting 128 to 33, approved on final reading a
bill allowing millions of Filipino expatriates to retain their
Filipino citizenship.
Lawmakers who opposed the measure said it violated the
Constitution and would question it before the Supreme Court.
Dual citizenship would allow Filipinos who have obtained
citizenship in other countries to do business in their former home
country, Speaker Jose de Venecia Jr. said in a statement.
"Filipinos abroad constitute a mighty economic force. Their
investments here could trigger a housing and real estate boom,"
said De Venecia, one of the bill’s principal sponsors. "The bottom
line is: once a Filipino, always a Filipino."
"We must never take away the rights of all natural-born Filipino
expatriates who continue to love their country," Majority Leader
Neptali Gonzales II said.
The Constitution limits foreign ownership of land and use of the
country’s natural resources and reserves the participation in key
industries to Filipinos.
De Venecia said he expected Filipinos abroad to pour up to $10
billion in investments. Thirty percent of the seven million
Filipinos living abroad are in Canada and the United States, "yet
they contribute up to 70 percent of the total $8-billion annual
dollar remittances of Filipinos in foreign lands."
The House and the Senate, which had passed its counterpart measure
last year, will reconcile their versions of the bill in August
after Congress returns from recess July 28.
The House held the marathon session, which saw periodic heated
debates and line-by-line revisions, to pass the bill before
Congress went on recess Friday.
The bill seeks to revise a 65-year-old law, which stipulates that
Filipinos who become naturalized citizens of another country
automatically lose their Filipino citizenship.
Senate President Franklin Drilon, the original author of the bill,
said the measure was "long overdue and is an affirmation of the
fact that the vast majority of our erstwhile countrymen remain
Filipinos in their heart and mind."
He said many Filipinos "who became citizens of their adoptive
country have done so mainly for economic reasons, or for
broadening career opportunities or for maximizing their social
security and protection."
At least 90 countries allow some form of dual or multiple
citizenships, Drilon said.
House Minority Leader Carlos Padilla, however, accused De Venecia
of railroading the bill to pass Drilon’s "pet measure."
Crediting the opposition for their "constructive fiscalization,"
De Venecia said many of their proposed amendments were included in
the measure.
Padilla also accused Drilon of "blackmailing" the legislature and
violating interparliamentary courtesy.
"Quotation reaching us is that the Senate would not act on our
local bills and other priorities of congressmen if we do not pass
the dual citizenship bill," he said.
"Did we conduct hearings simply because of one person special to
Drilon?"
Some of the bill’s opponents such as Maguindanao Rep. Didagen
Dilangalen, Zamboanga City Rep. Celso Lobregat, Cavite Rep.
Gilbert Remulla and Iloilo Rep. Rolex Suplico were not able to
question the bill because a motion to terminate the debates was
raised and quickly approved.
Padilla said his speech was even cut short.
Lack of jobs and better pay force thousands of Filipinos each
month to seek greener pastures abroad. About seven million are
working in at least a dozen countries.
The government depends heavily on the money they remit to their
families back home — which reaches at least $8 billion annually —
to prop up the country’s sluggish economy. |
