Brgy.
Kipit snubs cement company |
|
|
|
Despite the recent festive
welcome the Lolcim Cement Company hosted for the residents
of Barangay Kipit, Labason, a barangay resolution
objecting to the company’s plan to mine silica sand in the
area was recently passed.
Barangay Councilor Smodgie
Muksan authored the resolution which was strongly
supported by the entire barangay. The barangay felt that
Holcim’s presence in Kipit would surely affect the entire
area especially that it is just adjacent to its very
healthy Kipit river.
The resolution cited the
strong support shown by the residents when they
unanimously objected to the company’s intention despite
the foods and the drinks offered to them during the
consultative meeting. The meeting was attended by cultural
minorities in the area and other residents of the
neighboring barangay.
Moreover, the said resolution
asked help from Gov. Rolando Yebes, congressman Cesar
Jalosjos and Labason Mayor Wilfredo Balasi to stop
Holcim’s plan to mine in the area. Acting on the
resolution, Provincial Environment and Development Office
Chief Atty Jes Gal Sarmiento Jr. directed Mr. Remelo
Damuag to conduct an investigation as regards the mining
of the silica sand in the area.
The PEDO chief
disclosed that the province could not possibly declare its
position regarding the matter unless it knows exactly what
is going on in Barangay Kipit.

Sindangan
Mayor accused of anomalies |
|
 |
|
The Sangguniang Bayan of
Sindangan through Vice Mayor Wilma Matabalan recently
received a letter-complaint which outlines the anomalies
brought against Mayor Bert Macias allegedly committed
namely: “fictitious employment,” “overpriced transactions”
and “irregular appointment of an employee.”
|
 |
|
Mayor Bert Macias who was then Llorente’s vice mayor
rose to take the place as the town’s mayor right
after former Mayor Crescente Llorente was convicted
of a case filed by Sindangan businessman Diamante. |
The letter of complaint was
just signed “concerned Sindanganons.” With the letter were
documents to back up the said allegations which included
daily time record of ghost employees, obligation slips,
summary of payrolls, list of job order employees, etc.
The complainant urged
the Sangguniang Bayan to immediately act on the complaint
by conducting a thorough investigation on the said
anomalies. It could be recalled that Mayor Bert Macias
took over the mayoral post after Mayor Crescente Llorente
was convicted of a case filed by Sindangan businessman
Diamante. (Press Freedom, Vol.

Stomp
out poverty through BIBO |
|
 |
|
Once dubbed as one of the
poorest province in the country, Zamboanga del Norte is
seen to rise and shine through the Barangay Indigent
Beneficiaries Organization or BIBO.
As more barangay officials
took their oath of support to the governor’s program of
poverty alleviation, Gov. Rolando Yebes is confident that
the province will be moving up. In his message during the
induction ceremony of BIBO officials last week, he accused
the former administration of lack of focus, one reason why
there are more poor people in the province.
|
 |
|
As
more and more barangay officials took their oath of
support to the governor’s program of poverty
alleviation, dubbed as the Barangay Indigent
Beneficiaries Organization or BIBO, Gov. Rolando
Yebes is confident that the province of Zamboanga
del Norte is seen to rise and shine out of list of
one of the poorest province in the Philippines
today. |
He disclosed that the
provincial government accumulated much money which the
previous leaders just kept in the bank. The office of the
Provincial Treasurer confirmed the presence of such big
money which was just deposited in the bank which earned a
3% only interest.
The Provincial Governor
accused the previous administration for ignoring the needs
of invalid individuals because there are crutches, wheel
chairs, walkers and canes which are just hidden in the
provincial warehouse.
During his visit to
Sibutad, a number o patient received free crutches, wheel
chairs, etc. Mr. Ronilo Pacilan, chief of Community
Development Assistant Unit disclosed that BIBO has now
40,000 members from the different towns of Zamboanga del

An
open letter
A Tribute to My
Mother Liliosa Eway on Mother’s Day
Written by: Aileen Eway |
|
 |
|
Mother’s Day is coming, and
what better way for me to express my deepest respect and
love for my mother than by writing what she means to me.
I have broken my silence by creating this letter in an
attempt to let you all understand that behind the title
and the job City Accountant is a woman who deserves so
much more than what she is getting right now from City
Hall.
We come from very humble
beginnings. Both my parents experienced so many hardships
in life. There were times when they wavered from the
weight of it all but their resolve never dimmed in the
hopes of putting their children thru school.
Through it all, my mother
taught me to live an honest life. To adhere to what is
right and never allow oneself to be corrupted. She taught
me to live life simply, to follow my dreams and ambitions
without stepping on somebody else’’ toes. She allowed me
to enjoy my life the best way that I can for she was never
one to tie her children be her apron strings.
My mother is far from perfect,
like all of us she has her flaws and weaknesses. However,
one thing I know for sure is that my mother is so damn
good at her job as a City Accountant. Some people see her
as overly strict – all I can say is that my mother is a
stickler for the right process. She knows her job by
heart. She follows all the proper procedures including all
pertinent attachments, receipts, justifications etc. in
short, she is not one to sign indiscriminately just to get
the papers off her table or to get some people off her
back. Rather, my mother will be the one person who will
question you if you ask her to sing something that isn’t
really up and honest. Why? Because my mother KNOWS her
job. She will never sign something that is obviously
lacking, obviously corrupt, and obviously WRONG.
However, we live in a very
imperfect world, where the corrupt always rule, where the
powers that be will never hesitate to step on your toes,
on your person, and spat in your face and make gleeful
noises once they get the upper hand. Like the bully in
the school yard, they take offense it you go against their
wishes. They threaten, they oppress, and most of all they
take delight in putting other people down.
My heart aches every time I
hear my motheR’s plight inside City Hall because she was
just doing her duties and functions as a City Accountant
property – no more no less. She is not a one woman
crusade fighting against corrupt people; rather she is an
astute accountant who adheres to the law. A law that
states explicitly what a “LUXURY CAR” is; a law that
states explicitly that: “NO PAYMENT SHALL BE MADE WITHOUT
THE DELIVERY OF GOODS FIRST”. A law that allows for
checks and balances in our governemt, but is blatantly
being ignored.
They do not fear either
because of arrogance or because of ignorance. They hide
behind the verses of the bible never seeing the irony of
it all. The bible will not protect you if you put your
hand inside the cookie jar – it condemns your. For if you
break the law of men, if you become a dishonest man,
shouldn’t if follow that you are also breaking the law of
God?
So what have they done? Yet
again, they stripped my mother of her function as a City
Accountant. Removing her from the office, putting in her
stead a person who is not even a CPA.
They do this by giving my
mother a memo – asking her to do what? (To quote directly
from the memo)
1. Initiate a Comprehensive
Study of Rationalize Fiscal Accounting Measures as well as
feasibility of their effective implementation.
2. Formulate Responsive and
Transitional Actions for immediate implementation
including the feasibility of establishing Internal Control
system.
3. Assist and Advise the
Office of the Local Chief Executive in decision making
functions on Fiscal Administration and Revenue-Generating
Measures.
Such big words, I wonder how
long they had to think to get this memo done? Didn’t the
City pay half a million pesos sometime ago for a
Consultation to do Comprehensive Study on Revenue System
and Fiscal Administration of the City? Why do it all over
again? Above all, why ask the INCUMBENT City Accountant
to that of establishing an Internal Control System? It is
far too incongruous, not to mention the words “Assist and
advice” seems a bit hilarious. Since when did they take
the advice of my mother in complying with the necessary
requirements in procuring those luxury cars??? As well as
those instances where their greed becomes glaringly
obvious???
The written words of the memo
would seem well and good at first glance, but at a closer
inspection they fall apart like a castle made of cards.
First, let us examine where they are going to transfer my
mother – their self-proclaimed “Advisor” – to the
executive office. Behind her back they make fun that she
is going to be “stationed” outside the office of the
Mayor. Specially, the LOBBY – where it is hot, full of
people going in and out, and not to mention full of
“puppets” who have nothing better to do but look over
other people’s shoulders. How then can my mother work in
this kind of environment? Second, who did they assign to
replace my mother? Is this person capable, not to mention
fully qualified? I just wonder. This scheme oozes with
malice and pettiness – no other words to describe it.
I cannot help but be angered
by the arrogance of City Hall. I would have kept my
silence and, together with my family, bear this injustice
along with such personal things that they have been saying
against my mother all along. But their arrogance is such
that it is already risking my mother’s health! And for
that, I cannot hold my silence any longer.
My mother cannot work in such
terrible conditions or else her blood pressure would to
up. I do not know about them, but my mother is precious
to us. I hope that the people responsible for this scheme
will pause for awhile and take stock…that behind the title
“City Accountant” is a human being, a woman who bore four
children, a woman who got where she is right now by sheer
hard work strength of her will and brains. I cannot say
the same for them who like the proverbial fly on top of
the carabao’s back is acting like the “king” of the city.
And so, to them I say this: If
you do not fear comeuppance in this lifetime then know
that it will come visit you one way or the other. Right
now I have nothing but contempt for those people who think
they can get away with everything all because they are in
power or riding on top of the carabao. You should feel
ashamed of yourselves for using your power against
somebody who is just doing an honest job.
I cannot believe that your
mother did not teach you the same things that my mother
has taught me. Look upon this day and remember the
teachings of your mother. Think back, for I will not
believe that your mother taught you to crush and step on
people just so you can get your own way. Relearn your
past and your parent’s humble pasts and see where you are
wrong. And I pray that you will have the humility needed
to become a great servant.
Remember: Behind the
title City Accountant is a MOTHER and behind her is a
family that supports her all the way. She may mean nothing
to you, but to us she is everything.

Provincial
Hospital has no Surgeon –Dr. Cunanan |
|
 |
|
Although the Provincial
Capitol recently declared its need for more medical
doctors, even lured them with more attractive pay and
added benefits, the Provincial Integrated Hospital still
lacks doctors, surgeons especially.
Dr. Chita Cunanan, Chief of
Hospital, recently reported to Gov. Rolando Yebes the need
for surgeons. She pointed out that the hospital is
helpless when wounded patient who need operation are
admitted.
|
 |
|
Dr. Chita Cunanan, Chief of Hospital, recently
reported to Gov. Rolando Yebes the immediate need of
the Provincial Hospital for surgeons. |
For the moment, Dr. Cunanan
said, the provincial governor issued a memorandum to all
other surgeons who are on duty in other hospitals in the
province to be at ZNIPHO on rotation basis. With Dr. Regil
Bael and Dr. Nataa now detailed at the hospital, doctors
now number to 13.
However, Dr. Cunanan still
worried over the lack of a general surgeon who is required
by law of a secondary hospital like the IPHO. Gov. Yebes
recently directed the Sangguniang Panlalawigan to adopt
measures in order to contract private doctors to serve
hospitals in the province in answer to this crisis.
Dr. Cunanan subscribed to the
governor’s plan since this has already been adopted by
other government hospitals. The doctors and other
employees of the Provincial hospital who have been
devolved to the provincial government from the Department
of Health in 1992 have not yet received the benefits as
outlined in the Marna Carta for Health Workers.
They only receive subsistence
allowance since other benefits are not yet implemented.
For the first time, Dr. Cunanan disclosed, the doctors
receive their hazard pay this year. Other benefits like
night differential, holiday pay and other benefits are not
yet enjoyed by these doctors.
The hospital chief
further disclosed that the doctor’s pay at present is not
attractive since they only receive P15T but take home only
P13T minus deductions. However, with the governor’s
blessing to allow them to go on private practice during
their free time. Dr. Cunanan foresaw a better life for
government doctors. (Press

More
benefit package for gov’t docs seen |
|
 |
|
Who still wish to work abroad
if doctors are given higher pay and more benefits? Boar
member Cedric Adriatico disclosed that Gov. Rolando Yebes
has already directed the Sangguniang Panlalawigan to study
measures which could hold any government doctor to serve
his own province.
BM Adriatico is the chairman,
Community on Health and member, ZANORTE Local Health
Board. Earlier, Gov. Yebes expressed his worries over the
loss of many government doctors who are currently lured to
serve other countries due to the attractive pay.
In order to solve the problem,
BM Adriatico said, Gov. Yebes has directed the SP to adopt
measures to hold the doctors, including a possible
scholarship program for medical doctors. Moreover, a
contracting scheme for private practitioners to serve
government hospitals may also be adopted to combat this
brain drain phenomenon, including government doctors to go
on private practice to augment their income.
BM Adriatico pointed
out that the benefit package may include the giving of
their professional fees which was abolished in the past
and was included in their income under the general fund.
For the moment, he disclosed that Gov. Yebes issued a
memorandum requesting doctors serving in the district
hospitals of the province to act as support group as need
for more doctors are seen in the Integrated Provincial
Hospital. (Press Freedom, Vol.

No
joint session until now
Dapitan, Dipolog tourism
council’s blamed |
|
 |
|
Whatever happened to the
planned joint session of Dapitan and Dipolog SP’s as
regards to the tourism industry talks?
In his consultation with the
Sangguniang Panlungsod members, City Councilor Ricky
Mejorada found out that the blame rests upon the two
tourism councils of Dipolog and Dapitan. Earlier, Vice
Mayor Patri ‘Jing’ Chan wondered why the Dipolog City
Council had not made an effort for the conduct of the
joint session of both councils.
Vice Mayor Chan disclosed that
after they have accepted the invitation of the Dipolog SP
to discuss tourism matters, there was no more move to make
the session happen. Committee Chairman on Tourism Alton
Ratificar of the Dipolog SP revealed that he and Councilor
Horacio Velasco had decided to meet first with Vice Mayor
Chan and City Councilor Apple Marie Agolong first to
discuss issues to be taken up during the joint session.
However, Councilor Ratificar
pointed out, the two officials were on leave, adding that
it was then agreed that the tourism councils of Dipolog
and Dapitan were tasked to suggest recommendations as to
the issues to be discussed during the joint session.
“I remember this was the last
communication sent to Captain City,” councilor Ratificar
recalled.
This was further affirmed by
Councilor Julius Napigquit who also remembered that the SP
moved that the tourism councils of both cities shall make
the recommendation.
During its recent
session, the Dipolog SP passed a resolution urging the
city tourism council to submit the recommendations so that
both cities can hold their joint session. The Dipolog
Tourism Council is presently chaired by City First lady
Evelyn Uy. (Press Freedom, Vol.

Mindanao Star Editorial
Well learned lessons |
|
 |
|
One can see the stars in its
darkest hours and this goes too with the saying that one
can learn things through the mistakes of others.
The Police Provincial Command
Office of Zamboanga del Norte under the direction of PNP
Provincial Director P/SSupt. Mario Fermindoza has totally
learned its lessons by what has transpired in Sapangdalaga
recently.
Members of the New People’s
Army barging effortlessly in Sapangdalaga police station
with ease do not only depict a quarter lowly guarded but
also a station manned with lax personnel.
COP Salado of Sapangdalaga
should have known better because as members of the Armed
Forces of the Philippines, police men should be alert as
they ought to be keen at all times in solving crimes and
other heinous offenses.
In ZaNorte, the province is
fully guarded now as an eagle guards her eaglets. At least
this is what the PD of ZaNorte has conveyed to members of
the media recently.
In an interview, Fermindoza
assures the public that everyone in the Police Provincial
Command is highly aware of the rebel group’s modus
operande and is ready for any uncalled for incidents that
might transpire.
This is great news for
ZaNorteans, indeed, but it is not time to be joyous yet.
Two thumbs-up for the provincial director but rebel groups
should not be the only basis for such strict security.
Crimes and other heinous offenses are also worth the
reason.
If the government
continues to be this smart and is one step ahead over
these leftists as Fermindoza has done recently, surely
incidents such as in Sapangdalaga and Tolon, Rizal will
never occur again. (Mindanao

The National Statistical
Coordination Board (NSBD) reported this week that the
country’s annual population growth went down to a rate of
1.95 percent last year from 2.1 percent in the previous
five years.
Economic authorities saw the
deceleration as a positive indicator for the economic
burdens of Filipino families to ease, paving the way for
more opportunities and for better food, education and
health. Government officials were also optimistic that the
country’s poverty-reduction goal could be achieved with
this positive sign.
The Philippines which is the
world’s twelfth most populous country, has for its
medium-term target a growth rate of 1.94 percent, to which
the latest population growth rate was nearing such a goal.
Statistics from the population office of the provincial
government also showed that Zamboanga del Norte’s annual
population growth rate in 1995–2000 was 1.42 percent,
compared to 2.46 percent in 1990–1995 and to 2.68 percent
in 1980 to 1990.
The office has no data yet on
the province’s population growth rate for the period
2000–2005. But a population program officer at the
provincial population office was positive that the annual
population growth rate of the province these recent years
would not be greater than 1.42 percent. This population
program officer believed that for economic reasons most of
the people today would prefer small families.
“With the high cost
of living nowadays, it’s not a joke to raise children who
need to be fed, clothed and educated,” the population
officer stressed. (PIA, Dipolog

THE JALOSJOS’ HAVE A
LOT OF THINGS TO WORRY
about… |
|
 |
|
I would like to apologize to
the avid reader of my column for failing to write it for
two straight weeks due to my urgent, unexpected trip to
Manila. Here, I’m back again and I cannot resist writing
because I am already infected (a term which is less
harmful than addicted) with it.
Our today’s discussion is
first focused and based on factual and true events that
happened in the First Congressional District where Cely J.
Carreon is sitting as its Congresswoman. My sources who
are intimate friends of the Congresswoman all told me that
Cely ambitioned to run for the gubernatorial seat against
the incumbent well-mannered governor Rolando E. Yebes this
coming election because of the continued and sustained
prodding from his husband Ex-Mayor of Dapitan City Rodol
Carreon (aside from other key players). However, my
sources said, the Big Brother in the Bilibid doesn’t bite
Cely’s proposal. That is why she directs her ire to
Governor Lando with numerous pabikil, all aimed at
destroying the superb performance and person of the
governor. With this information, many of us immediately
feel pity of a woman (a political figure at that) whose
dispatch of power is being directed by her now powerless
husband. Can this be rightly called a reversal case of
Samson and Delilah— where Samson, the powerful man, is
being made powerless by Delilah, the beautiful woman!
Handsomeness of a man or beauty of a woman really kills,
di ba? Haaaa…ha…ha…!!!
“But what made Nonong, the Big
Brother, set aside his sister’s (Cely) proposal?” I asked
my spies.
“Nonong doesn’t like to see
even the shadow of Cely’s husband Rodol, not only that he
is matinumanon sa iyang gusto kay magbuho siya’g iya but
also because he betrayed then Dapitan’s mayoralty
candidate Dominador Jalosjos, Nonong’s look-alike brother.
Instead of helping his brother in-law during the last
election, Rodol surreptitiously made an underground to
favor Jun’s opponent, James Adasa”.
“Well, that is understandable
because ‘blood is sticker than water’. Rodol and James are
first cousins, while Jun is Rodol’s brother-in-law merely.
And because of this fact, silent grudge between Mayor Jun
and the Big Brother, in one side, and Ex-mayor Rodol and
his obedient wife Cely, on the other, builds up until that
incident where Mayor Jun, who lost his temper, together
with his fully armed men rushed to Cely’s residence in San
Nicholas, Dapitan City and incited a fight (or, battle was
it?) against Rodol. But Cely hugged his beloved husband
who was at that time very much interested also to accept
Jun’s invitation. As time passed by slowly, heads became
cooler and the expected didn’t happen.”, my sources said.
Well, this proves true the
dictum: “Love knows no boundary of fear” and the lyric of
a song: “Love will keep us alive”! He…he…he…!!! With Cely
now being an “outcast” of his Big Brother, it is now
certain that Second District Congressman Matoy Barinaga,
who continuously prods the Big Brother for his blessings
to run against Gov. Lando, courtesy of Cely’s
intercession, will carry over the flag of her ambition.
However, in another
development, General Prospero Noble, Jr. is now very ready
to face the 3rd District Congressman Ceasar Jalosjos in
this coming election. Many of Noble’s men who are my spies
also told me that the fine General should not and could
not just be underestimated by the Jalosjoses. Not that he
is a brave Army General, he has also the 3 G’s: guns,
gold, goons! Should the General really run against Ceasar
this coming election, I can now smell blood in the Third
District! Gob forbid!!!
Businessman Rosendo “Dodoy”
Labadlabad, on the other hand, is not at all feverish,
contrary to his surname “Labadlabad”. He has a lot of
gold! And guns and goons, too! The man is said to be
ever-ready to face anybody for the congressional seat in
the Second District!!! But what about Ex-governor Isagani
S. Amatong? Would he be running against Dodoy and SP
Majority Floor Leader Ric “Nocnoc” Mejorada?
My spy says “Gani won’t go for
the Second District’s Congressional seat. He is instead
very much interested in the mayoralty seat of Dipolog
City”. What? This is unbelievable! Does my spy want me to
think that Evelyn Uy, the City’s ChiBeau (Chinese Beauty)
First Lady, will just be running like chicken away from
Gani? Well…well…well… so be it!
A certain General Bert
Elumbaring, a retired PNP General, is now groomed by the
Barinaga-Amatong’s group to run for the First District’s
Congressional seat against the Hot-tempered Congresswoman,
my spy said. Accordingly’ the fine general has also the 3
G’s. Should this happen, Cely has a lot of things to
worry. My spy said the general has already been given the
blessings by a retired general who is very close to Gloria
Labandera that whatever this general asked from the
President, the President gives.
The political alignment and
arrangement of the Barinaga-Amatong’s camp is a thing that
the Jalosjoses, who seek to control the political
machinery of this province, should worry about. With Matoy
Barinaga for Governor, Berto Uy for Vice Governor, General
Noble in the Third District, General Elumbaring in the
First, and moneyed Dodoy Labadlabad in the Second
District… na, maglabad gyud ang ulo sa mga Jalosjos niini.
Indeed, this is a formidable political force or
grouping!!!
If I have to make this
unsolicited advice for the Jalosjoses, I would say that
there is nothing more imperative than making your group
cogent and strong. Throw away internal political bickering
of your own group, especially that of molesting our good
governor of the province! Gov. Lando is a political asset!
Throw out those
double-crossers from your own group! And most of all,
throw away Matoy Barinaga before it’s too late. Kung
naulog-ulogan ni Matoy kaniadto si Brogs Dalman ug Nonong
Jalosjos, it’s but high time that Jalosjoses should not
fall trapped again by this beguiling POLITICAL KASILI.
Matoy! Not only very bright, but veryyyyyy
opportunistic!!! He…he…he… (The

FREEDOM:
The Turning Point
Edwin
G. Bernedo
Three Main Reasons for the
Cause of Poverty |
|
 |
|
First is our position. We are
the children of God; we have the blood of Christ in us. We
can come boldly to the throne of Christ and claim our
inheritance. Every one of us has an inheritance but we are
like a child who doesn’t claim the inheritance because we
lack the knowledge. The devil has been trying all ways to
stop us from knowing our position in Christ. God is not
against His children being blessed and rich but He is
against when we allow money or blessing to control us.
If we can claim the
forgiveness of our sins through the blood of Jesus, if we
can claim the healing of God by His stripes and to have
faith with our Lord Jesus Christ, then we can claim the
blessing of God in our life through His poverty. As it is
written, He became poor so that we can be rich.
Next is our thought. Nobody
had told Adam, that he was naked, God and the devil did
not do that but Adam’s perception changed when he sinned
and he thought he was naked. Since then, mankind has a
wrong perception of them. They think that they are poor
because of the poor environment they were brought up. They
think they are useless because nobody has told them that
they are good. Our text for this reason is in Genesis
3:10-11, which says… so he said, I heard your voice in the
garden and I was afraid because I was naked and I hid
myself. And He said, who told you that you were naked?
Have you eaten from the tree of which I commanded you that
you should not eat?
We shall meditate on the word
of God day and night; our mind will be renewed and
transformed. This will make our way prosperous and in all
things that we do, we shall have good success.
The final reason for the cause
of poverty is confession. God has given us the power to
curse. Our confession is very vital in our Christian
walk. Whatever good things that come forth from our mouth
it shall come to pass and whatever negative things that
comes forth from our mouth it shall come to pass too. The
devil has no authority over us but our negative confession
allows him to have power over us. When we confess or say
something negative, it gives the devil the power and
authority to act on the words we said. Have faith in God,
confess or say things according or in line with the word
of God.
If you are living in poverty,
living in sickness, living in guilt, living a defeated
life then it is time to check your position, your thought,
and your confession. We must know who we are in Christ and
what He made the righteousness of God in Christ, we are
the heir of Christ and we can claim the promises of God in
the Bible. We should begin to think highly of ourselves as
a child of God.
